During the last council meetings and as part of the public consultation in October 2023, many residents expressed a wish to know who the owners were or, even, if the developer had the financial capacity to complete a project of this scale.
Another question that came up sometimes was whether other similar projects had been built by the owner or those behind it.
The property at 275 ELM is owned by 9469-9774 QUÉBEC INC. This information is public and can be verified by visiting the online property assessment roll[1].
9469-9774 QUÉBEC INC. is a company incorporated since June 22, 2022. It has its domicile at 1523 rue Montarville in Saint-Bruno-de-Montarville on the South Shore of Montreal. Mr. Joseph Akoury is its president, Mr. Jean-François Gagnon its vice-president and Mr. Luc Poirier its secretary.
This company has at least two shareholders, namely VECTEUR AG DÉVELOPPEMENT INC. (a company controlled by Mr. Akoury) and 9473-2021 QUÉBEC INC. (a company controlled by Mr. Poirier).
This latest information is public and can be found or verified by consulting – free of charge – the online service of the Quebec Enterprise epreise Register[2].
To date, Mr. Akoury appears to have been the most visible “face” of the project. In addition to his role in the development of the Plaza Elm project, Mr. Akoury also works in the real estate field as a commercial real estate broker[3].
Mr. Akoury also has an interest in each of the companies listed below, which have the same address as 9469-9774 QUÉBEC INC. [4] :

In addition to the companies listed above, a web search reveals that Mr. Akoury and Mr. Gagnon have collaborated in at least one other real estate project, the 1479 Montarville.
As for Mr. Luc Poirier, more information about him can be found by visiting his website[5] and the list of completed real estate projects.
Mr. Poirier has recently been the subject of numerous reports, including this one from 2022 and another one stating that he is on the verge of being a billionaire.
More recently, in November 2023, the Quebec media reported his involvement in another important real estate transaction, this time in the NORTHVOLT file.
Considering what is found above, whether we are in favor of the project proposed at 275 ELM or not, it appears that the people involved in the file, Messrs. Akoury, Gagnon and Poirier, have the experience and the financial resources required to complete the project they propose to carry out.
If the past is a guarantor of the future, and considering the financial guarantees now required by the city of Beaconsfield for this type of project, if it goes ahead, a repetition of the situation experienced with the ADAMUS project would be very surprising .
